The Iraqi Cabinet voted Sunday to approve a "proposed security agreement that calls for a full withdrawal of American forces from the country by the end of 2011." Parliament still has to vote on it but leaders say it will easily pass. The only potential problem is the possibility of Sunni opposition, which could widen worrying splits in the nation. Of course, we'll have to wait and see whether either side follows through with their end of the pact, especially since it sets specific dates after which restrictions on U.S. military operations will be in place; this is especially relevant since either side can cancel the agreement before 2010. I'd say this will end up being viewed by the public as a major success of the Obama administration, even though the pact was negotiated under Bush. This is partially because confidence in Obama's diplomatic approach to foreign affairs encouraged passage of the agreement, and partially because (as Obama planned) American troops will actually pull out of Iraq under his administration. |

I think it will stay stable as long as outside forces like Iran don't intervene.

Apparently there was another step in the process: the President's council, which has now approved the agreement. That's the final step, and although I don't think it's been formally approved by the U.S. Congress, the agreement is now in place to get U.S. combat troops out of Iraq by December 31, 2011.
Either side can still cancel the agreement before 2010; I don't know what the chance of that is.

I doubt it will get canceled under a Dem/Obama administration, and obviously the Iraqis seem happy with it.
